(Others consider that Genesis was written 700 years earlier by Moses, for the benefit of the Jewish people he was leading, and knew nothing of Isaiah 45:18.)

(Perhaps the key phrase is: “I am the LORD, and there is none else.” Look at the flow of the argument in Isaiah chapter 45. After historical comments about using King Cyrus “to subdue nations” (vv. 1-5); the subject focuses in on God being the only Creator and thus worthy of Israel’s loyalty (vv.6-25). Verses 17-19 say:

¹⁷ Israel has been saved by the LORD With an everlasting salvation; You will not be put to shame or humiliated To all eternity. ¹⁸ For thus says the LORD, who created the heavens (He is the God who formed the earth and made it, He established it and did not create it a waste place, But formed it to be inhabited), "I am the LORD, and there is none else. ¹⁹ "I have not spoken in secret, In some dark land; I did not say to the offspring of Jacob, 'Seek Me in a waste place'; I, the LORD, speak righteousness Declaring things that are upright.)

(Rather than commenting about a recreation of the earth, God is declaring the sufficiency of His creative work. Thus, Israel should trust in this: Isaiah 45:25 ²⁵ "In the LORD all the offspring of Israel Will be justified, and will glory.")

Creation stream of Consciousness: Based on Job 38:1-7, Isaiah 45:18-19, Genesis 1:1-2, Revelation 21:17, Hebrews 13:2, and Genesis 6:1-2—a wild guess: All angels observed and “shouted for joy” at the creation of the universe / earth. Genesis 1:1-2 and Isaiah 45:18 might suggest that Genesis 1:2 starts a restorative process. Restored from what? Angels can shape shift into a 3D form. Angels have/employ/like measurements/dimensionality. Could the original universe/earth have been a playground for angels to feel/enjoy 3D and measurements? If so, the need for a restoration of the earth comes from a Divine judgment on the sinful angels playground activities in the 3D universe? This creation stream of consciousness is nothing more than wild imagination based on a group of unrelated Bible verses—I am bemused. (This speculation will not be put in the findings section.)
